Cannot remove banner header on Blog page

  • The blog page needs to just be posts however it is currently showing the Banner News from Theme Options.

    Is there a way to remove this from this section?

    Additionally the page never shows the 3 most recent blog posts.

    Any help would be greatly appreciated
