Cannot seem to center image/banner on front page.

This should be possible with some custom CSS. Please try adding the following to Appearance -> Customize -> Advanced Options -> Custom CSS:

#AdBanner1 {
    left: auto;
}

div#AdBanner1 a img {
    margin-left: auto;
    margin-right: auto;
    display: block;
}

This should center the banner on all resolutions.

Looks pretty centered to me.

You can also check by using developer tools and toggle device, In Chrome just click on the mobile icon in the top left corner of the inspector and select device you want to check it in to https://screencast.com/t/9tvs1pxTL.
