Cannot upload media

Seems to be a problem with permissions ownership or something in this neighbourhood. However I tried the apache httpdusr as owner and mode 777 and 755 on everything in wp_content and uploads (-R).

I keep getting the message: “Unable to create directory #8222;uploads/2017/11” Is it’s parent directory writable by the server?” (Well the Polish version of it in any case) Strangely also wrapped in these #8222; ” (unicode quotes, but they don’t display thus).

Any good soul with a solution?
