Can't access home page!

When I try to access the homepage of a client’s website it says:
“You do not have access”

If I log into the dashboard and access the home page I can see the gallery rotator that is suppose to be there. Why is it not allowing me access to this page?

It is currently in a subfolder of rzminc.com for development but that should not affect how the home page displays.
