Can’t access “My Account” – top of screen missing from view

For some reason the bar above the title bar is missing (the bit where you see “my account”). I have tried everything and can’t find the right place to either change the size of teh view. I don’t think it coudl be the overall screen resolution/size or I’d have trouble on all of my blogs etc. I have only worked this out because I have been unable to set up Akismet – I need teh API key. I thought I was going crazy – but when I investigated, by opening a new account, I saw the section I needed in the new account.
Please help me out here.
