Can’t activate plugin on multisite unless Woo is network enabled

As the title says, we can’t activate your plugin on a single site in the network (multisite) unless we enable WooCommerce on the whole network. Is this a bug? Because we don’t want to have WooCommerce enabled on all of our sites in the network, just on the main, which has WooCommerce enabled already.
