Can't add pages, posts, or new admin

WordPress is not letting me edit or add pages, posts, or create a new admin. Furthermore, my site only has one administrator, yet when I try to publish a post or a page it tells me to “submit for review” rather than to just publish it. Which I suppose doesn’t matter since every time I try to post a page or a post, I get the “You are not allowed to edit this post.” error… This is actually infuriating, and I’m not that experienced with wordpress so I really have no idea what to do.
