Can’t add pages to new menu

I am creating my first meaningful WP website. I clicked Menus on the list on the left. It gave me the change to create a new menu. I have five draft pages. When I clicked the drop-down for pages in the menu creation process. Nothing is listed. I assume that if I publish a page, it is visible to the planet, even though I’m not nearly ready for the site to be seen. Do I have to publish pages for them to be added to the menu, even though the pages are not nearly ready? Thanks.
