Can’t back or turn of Troubleshooting

When I examined the plugins after activating and turning on troubleshooting, they were all deactivated but still showing in the Dashboard Left Pane.

How can the troubleshooting be turned off? Nothing happened after I tried renaming the plugin.

My site is now broken.
