Can't change background images

(3.6.4 on the theme. didn’t see that option in the dropdown)
I’m setting up a sandbox to test an upgrade of WordPress, Atahualpa, and plugins.
The major issue I’m having is that I cannot access the Pages or Posts section in the admin panels. Pages does not appear in the sidebar menu. Posts appears, but holds only Categories and Tags with no access to posts. Going to [domain]/wp-admin/edit.php and [domain]/wp-admin/edit.php?post_type=page both produce the following error:
You do not have sufficient permissions to access this page.
I am using an administrator account. I’ve created a new admin account and used that to same effect.
There are no security or role editing plugins in the sandbox. No plugins at all. Nothing added to functions.php, as far as I can tell, apart from what’s included in the theme.
I start with a fresh install. All’s fine. Add and activate Atahualpa. Pages and Posts disappear. I go ahead and upgrade anyway. Pages and Posts still hidden. I’ve reproduced this exactly multiple times.
Any ideas?
