Can't change expiration options

Plugin is enabled. Can change the time that it expires, but can’t select whether or not I want IP, Cookie, or Fixed expiration.
Also, when I set it to expire after a few minutes to test, I see that it does not automatically redirect to the specified URL, just reloads the page with none of the content showing but the title.
