Can’t Connect Plugin to account

I have the API key and everything, but I can’t find the option on my dashboard to add it. There’s not setting option on the plugin page, and the instructions say go to Configuration>Account Settings, which doesn’t seem to exist either. Can someone please tell me where the option is to input my API keys?
