Can’t create download codes for new release

When I click “Generate Codes” for a newly added release, no matter how many codes I tell it to generate, it only shows that there is one code. If I click “list codes”, I get a blank list.
If I delete the codes, it says that I deleted 100 (or however many) codes – so the codes are apparently getting added somewhere. But I can’t view or use them.
I tried importing my own codes, but that also doesn’t work – same behavior, it only acknowledges one code.
Possibly related issue: any new release I add gets an ID of “0”. I added two new releases and they both got an ID of 0.
I verified that downloads for my already existing releases still work fine. These issues only affect new releases. But until I can fix this problem, I’m blocked from adding any new releases.
