Can't create new levels or subscriptions

I just installed the plugin and when I go to “Edit Levels” or “Edit Subscriptions,” it says, ” No levels/subscriptions were found, click above to add one.” But there’s no “Add New” button or link to create levels or subscriptions. I’ve verified and repaired the membership tables but no dice.
