cant create new user on multisite

hello everyone.
i have wp multisite installed on subdirectory.
after a user sign up (main site or sub site) they get confirmation email. Once they clicked on verification link they see errors. Saying Can’t add a user.
even if try to add or create user from wp network menu. i still can’t add or create user.
Lastly i have checked phpmyadminn users_meta table and found all those user data. but they cant login or signup.

Hi Rahman, how are you doing?
Have you tried adding new user from WordPress dashboard menu?On left under appearance and plugin, there is a section called users. Under that you can get the option to add new users.
