Running version Version 5.12.4 under WP 5.9 (using Divi, in case that’s important), I am trying to uninstall The Events Calendar. I click “Deactivate”, WP asks why, I given an answer, and it says “Plugin deactivated.” at the top of the page. But the plugin still has “Deactivate” as an option, and I can’t delete it.

    Hi there,

That sounds like some issue on your WordPress installation or on your hosting service, our plugins don’t have any hidden feature not letting our users from deactivating our plugins.

If you are having difficulty uninstalling a plugin from the WordPress dashboard, the easiest move here will be deleting the plugin folder via FTP. You can find all plugins on your server FTP on /wp-content/plugins folder.
