Can't delete existing themes or upload new ones in 4.5.2

For some reason the red delete link is non-existent when I click on theme details. It actually doesn’t appear on even the free themes. I can’t upload new themes either. Tried to delete via FTP but then couldn’t re-upload the theme I wanted either.
