Can’t download / install plugin

It keeps giving me the error: Download failed. There are no HTTP transports available which can complete the requested request.

I’ve done some searching and so far all I’ve come up with is some PHP extensions not enabled. I’ve opened the PHP.ini file and removed the comment delimiters from ;extension=php_curl.dll and also ;extension=php_openssl.dll, still no joy. Is there something else I’m missing here?

BTW I’m running this on my laptop with Apache, MYSQL, and PHP installed locally just straight installs no WAMP. I have a good internet connection, fresh download / install of WP.
