Can't edit pages, menus, headers or widgets

I just switched from a Windows host to an Apache host and everything seemed to be working fine. As admin, I could post, edit posts, and manage comments. The pages and menus worked, but when I decided to make some changes, I found that when I went to the “view all pages” page, the only option was “view” for each page.

Upon further examination, I found the only options on the “Appearance” tab was themes and editor. Widgets, Header, and Menus are missing. I can manage plugins.

Any ideas?
