can’t edit privacy page

We have a multisite install and have found the following “bug”:

Only Super Admins can edit the privacy policy page.

Have read that only Admins (one would assume on single site installs) can now edit that page. So does that mean Super Admins are the only ones that can edit a privacy policy on multisite?
