Can't Enable Network Tools

I am editing the wp-config.php file, putting in the following:

/* Multisite */
define('WP_ALLOW_MULTISITE', true);

I placed that directly above this:

/* That's all, stop editing! Happy blogging. */

Exactly as instructed in the multi-site tutorial. I then refreshed my browser, cleared my cache, logged out/logged in, etc. I can’t get Network Tools to show up.

What gives?
