Can′t enter settings page and layout editor

There is not more settings except “Reset Content Layouts”

and you can access to layout editor via click “Edit” link on layout tab, please see the screenshot

Sorry to say i can’t see your screenshot , its showing me “The connection has timed out”

There is no link on “Edit” or “Settings”, only the word.

thank you for your update. Now i can see the setting and options and can make the settings.
Unfortunately i can not save the settings in the layout editor. Maybe they are not the correct write permissions. What permissions must i set for what file?
