cant find dashboard after restarting computer

I installed xampp then wordpress . uploaded a theme . had a dashboard panel with the theme page. shut down the computer. restarted apache and MySQL. then typed “https://127.0.0.1/wordpress/” into my browser. the themed website page popped up but no dashboard panel….. cant find it ???? Have I missed out a step here like signing in somewhere? can anyone help thanks in advance. Steve
