can't find files on root directory

Hello all, I hope this is the right section for this problem.

I’ve got WP functioning properly on my web server. The problem I’m having is that I can’t access files.

For instance, I have a pdf in my root directory. I want to link to it so that users can view the document but when I click the document, I get a 404.

I know that the file is where it’s supposed to be because I can see it with an ftp client.

What gives??? Is there a setting I need to change somewhere?
