Can't get it to work.

I’m not a novice, but seem to be having a brain-fade episode and just can’t get this to work.
Using the Twenty Fifteen theme on a test install, if I’ve understood things correctly (ha!) it should just be a case of ‘activate and then it works’.
But it’s currently reloading the whole page, so clearly I’m doing something wrong.
