Can't log in to Network after install

The difference is that I can log in to the primary site, but once logged in when I click Network Login on the top right of the dashboard and I add the username and password, it keeps looping me back to the log in. I keep changing the password, and try to log in and still no way to log in.
When I look at the primary, it says that to enable my themes, I have to log in to network and I can’t.:(
