Can’t login to admin panel after hack

Hey everyone,
I have searched everywhere for a resolution to my problem, but can’t seem to get anywhere. I found out my wordpress site had been hacked and my files deleted. I contacted my Host who confirmed the hack and we uploaded a backup onto their server that I had previously made. It was an older backup as the more recent one was apparently corrupted. I tried to logon to the admin panel but got the following error; “FORBIDDEN: You don’t have permission to access /wp-admin/index.php on this server.
Additionally, a 404 Not Found error was encountered while trying to use an ErrorDocument to handle the request.”
I have tried just about everything that I can read on this issue, but nothing seems to work. I have looked at all the permissions and they are correct. Thinking it might my wordpress version, I updated to the most recent one, but it still won’t work. After contacting my host support, they say it’s because I do not have an index.html file uploaded on the recent backup. However, when I check all the backups I have it does not appear that the index.html file is present on any of them. I do have an index.php file uploaded but I still get the error.
I am at a loss for what to do next, if anything. Any help would be appreciated.
