Cant Ping Told to clear Cache

  • Does this sound right?
    I was told to clear my cache after I found my website down.
    I was told to clear my browser cash.
    I tried to connect to my web page and admin page it was not there not found or long time for it to load.
    Cpanel bad wait times for loading or disconnects.
    I did a CMD the Ping mysite.com 100 % lost
