Yes, I have set rules, the test message can be published, but the post cannot be published

I would suggest to set 1 minute Delay in posting in Post to Telegram settings.

Thank you for sharing the logs with us on Telegram. It looks like an issue with your images which are rejected by Telegram.

Disable Send files by URL option in Advanced Settings and Save Changes. That should fix it.
