can't publicize, rarely happens they sayt

when I try to publicize, i get this message “this rarely happens, try again and maybe it will work”. It happens every time. so, I am doing something wrong, but the helpt tutorial says when I click “add a new connection” or something like that next to facebook, linked in etc. I get the “rarely happens” message there too.
