Can't re-arrange widgets in footer area one

Every time I try to re-arrange widgets (text, copyright, etc.) within footer area one it only creates more dotted boxes below the current widgets. The more times I try to move the widgets the more dotted boxes appear. No actual problems on the front end except that the widgets with the footer area are as they have always been. https://www.sunkissvillas.com
