Can't redirect user to sign up sheet from website

  • I created a sign up sheet in WP.
    I created a link to the sign up sheet on the website and it worked when I was was logged in as the admin.
    When i went to website as a user to try the link I was redirected back to the home page of the website.
    When I went back in as admin, again the link took me to the home page of website.
    when I went to WordPress it took me to the website home page.
    I logged in as admin.
    I looked in the WP PHP and it had the website address.
    How do I get it back to the wordpress address?
