Can’t run setup wizard

I never got the setup wizard when I installed LifterLMS. I’m guessing it has something to do with how Pantheon, my host, installs first on a dev site and then copies the code over to the live site after a successful test? Regardless, when I go to https://saintjameslutheran.com/wp-admin/?page=llms-setup I get “Sorry, you are not allowed to access this page.”

I tried adding the code for removing all data on uninstall to my wp-config.php file, hoping a fresh start would help. No dice.
