Can’t Set new tab behavior

Wordpress 5.2.2, WP RSS Aggregator Vers?o 4.13.2

When i try to set the behavior of the hyperlinks to new tab in template i only can make they open in the same tab, i tryed to reinstall the plugin without luck, when i try to save some setting in default template i got an error “something went wrong template not saved” when i try to reset to to default settings in debug wordpress crashes and send this error log to my email:
