Can’t ship with USPS – First Class Mail International

when I try and ship an international order I get this error “FCMI shipment containing anything except documents not allowed (must use FCPIS, PMI or PMEI)”

Kindly be informed that beginning on July 9, 2023, the United States Postal Service has consolidated USPS Parcel Select Ground?, USPS Retail Ground?, and USPS First-Class Package Service? into one singular ground shipping option known as USPS Ground Advantage?. The selection of these services will translate to USPS Ground Advantage?. Users should still be able to select USPS Parcel Select Ground? or USPS First-Class Package Service? while creating a shipping label, and the label will be printed with USPS Ground Advantage? as the service.

I am using the latest version of WooCommerce Version 8.2.2 and WooCommerce Shipping & Tax Version 2.4.0.

Also, USPS Ground Advantage is a Domestic only shipping option as far as I’m aware, this isn’t available for shipping outside the USA which is the problem I am having.

Additionally I’ve shipped plenty of packages internationally well after July 9th 2023, and never had an issue until trying to ship a package today.

Combined with the fact that there was another thread posted yesterday leads me to believe there is something else going on.

For an example when trying to ship internationally the three options I am given are

“USPS – First Class Mail International” – $16.54
“USPS – Priority Mail International” – $59.24
“USPS – Express Mail International” – $70.02

FCMI should work for large envelopes up to 15,994 oz which works as a reasonably priced shipping option for international. And is the shipping option I’ve been using, and is the one that is currently bugged.

Just to clarify, First-Class Mail International^??(FCMI)?should still be available on your WooCommerce Shipping & Tax, but it appears you’re receiving an error message.

Would you mind sharing the actions you’re taking (step by step), as well as a screenshot of the error and your system status report, so we can look into this further?

Thanks for sharing the additional details. We’re still investigating why this error started showing up just now, but, according to USPS, letters and flats must contain only documents and cannot contain any other goods. Here you can also see that no merchandise may be mailed with FCMI.

I understand that you’ve been using First Class Mail International labels bought via the WooCommerce Shipping & Tax plugin to ship merchandise for a while now, but is not allowed by USPS.

You mentioned that you now have to go to the post office to ship international orders. Are the workers there not raising any issues with shipping merchandise with FCMI?

If it’s the case that this shipping method is not supposed to be used for shipping anything other than documents then maybe the issue is that the proper shipping method is not being displayed by Woocommerce? I can go ship the item in store for almost the same price listed in the screenshot for FCMI (At around $5).

Looking at the screenshot the second shipping option the price increase is almost always astronomically higher. In this instance, going from $3.29 to $39.53.

If FCMI isn’t supposed to be used in these cases, then there should be another shipping option available. I’m not entirely sure why a shipping option for documents is even showing up when shipping packages.

Regarding the significant price difference you mentioned, the shipping cost can vary greatly depending on the package’s weight, size, and destination. Higher-priced options typically offer faster delivery and additional services like tracking and insurance.

I do not believe this is a settings that needs to be adjusted issue. Package details and everything is set up properly.

Additionally I am aware that size and weight and different delivery options affect price. My point is that the basic shipping options that should be available are either not working or not showing as available.

To add to this. If I try and mail a simple 4×6 postcard, that has no value, that weighs 50 grams. MY only shipping option is “USPS – FCMI” for $2.60. This would normally be fine to ship under but it still gives the error “FCMI Shipment containing anything except documents not allowed”

I agree that something has changed in the WooCommerce Shipping & Tax plugin and a clarification is definitely warranted at the very least. After discussing this with the developer team, they asked that the conversation is taken to the GitHub repository where development takes place. Just a quick follow-up to share some news.

The developer team has made a change to the server that handles the shipping label purchases yesterday — the ability to purchase First Class Mail International shipping labels is now restored.
