Can’t Start New Site

I’ve been trying to create a new local installation and I keep getting the same error in the setup process. I am able to choose a language but when I get to the create a user page I get stuck because it says the passwords do not match, even though there is only one password field.

I have tried a couple versions of WordPress (all the back to WordPress 7) and I keep getting the same error.
