Can’t Update Plugins or Activate Woocommerce

Good evening! I am at a loss. I’ve read the forums, I’ve posted about this a few days ago and still don’t have resolution. I have 2 issues:
1. My plugins won’t update. The error message states there is maintenance and I need to try back later. But then the notification of the needed update goes away. So did it update?
2. At one point I had Woocommerce installed then I uninstalled it. Now I want to reinstall it and receive the following message: Installation failed: inactivity timeout description: too much time has passed without sending any data for document. I have uninstalled and reinstalled all of my plugins.
