Can't upload new theme on 3.9.1

“Cannot connect to server” via FileZilla sounds like it has nothing to do with WordPress. That’s an issue for your host should fix for you.

Are you actually connecting to the server at all? Can you connect, and browse folders, etc? Does it only give an error when you attempt to upload something? Or does it give that error immediately upon trying to open a connection to the server?

I got excatly on FileZilla:

Status: Connection established waiting for welcome message
Response: 220 fatcow FTP server ready
Command: USER dbsphoto.net
Response: 331 Password required for dbsphoto.net
Command: PASS*******************
Response: 530 Login incorrect
ERROR: Critical error:Could not connect to server

So what reason did they both give to conclude it was WordPress blocking your FTP account from connecting to your hosted server?

They just mentioned that problem is with wp server and they are notable to fix this

^ That sums it up right there. Your username/password combo is incorrect. You’ll need to address that issue so that you can log in before being able to upload anything to your server.

So you have a WordPress.com account? Otherwise there would be no WordPress server.
