Cantt create packages

I can’t create Packages any more – the package item has simply vanished from the menu.
Tried turning off all other plugins and changed theme to twenty seventeen but didn’t do anything.

Initially in tools it said that the log file couldn’t be found:

Log file not found or unreadable.
Try to create a package, since no log files were found in the snapshots directory with the extension *.log.
