Capabilities bug?

I am trying to restrict visibility to the Contributor capability. I set “Can view data” to “Contributor”. Still, Contributors cannot see the tables (Contact Form DB doesn’t appear in the Menu). When I change “Can view data” to anything above “Contributor” (e.g. to “Author”), the Contributors can see everything fine.

I have also tried to leave the “Can view data” setting at “Contributor” and promote one of the users to “Author”. She then can see the table too.

IMO this ia a bug: Capabilities are not tested for >= but for >
