Capability fo Performance > Empty all Caches Toolbar option?

I would like to be able to show the Performance > Empty all Caches toolbar option for non-administrators (ie Editors etc).

Is there a simple way to do this?

It would be nice if there was a capability for this feature so you could assign it to different roles using the Members plugin, or something similar.
