Categories Missing from Admin, No Known Precipitating Cause

–The Problem–
I took over running a WordPress blog for a client of mine. The admin panel has no link in the left-hand navigation for categories, nor do they show up as a box when posting. As far as I can tell, he’s never had categories at all.–Version Info–
I took over for him a few versions ago and have updated with each new version. I have a copy installed locally on my computer which is at 3.2, though I believe the one on his server is still 3.1.4. Both have the same issue, and have had the issue as long as I’ve been managing it, since before v3.0.–The Theme(s)–
He is using a modified version of “default” based on Kubrick, but changing themes has no effect. My local copy of his database is using a theme I’m building from scratch, but still does not show categories.–Custom Taxonomies–
I created a custom taxonomy which shows up just fine in the admin navigation as well as on each post. It is only the default implementation of the categories feature which is missing.
