Categories Populate A Dedicated Page?

Is there a way to populate separate pages with blogs from each category? I imagine a static first page with links in the menu bar (titled “category X” “category Y” etc.) which will take viewers to a page that shows the most recent blogs under that category. On that static first page under an “about” paragraph, I would also like a “teaser” link/widget for each category’s blog page. The teaser would include maybe the title and the first line or two of the most recent blog. The viewer could then click on that teaser link/widget and be taken to that category’s page.

I apologize that this is such an involved request. I am new to WordPress and am spending the day reviewing the lessons. I’d appreciate any guidance.

PS I believe my version is the most recent considering I downloaded the software last Friday.
