categories without parent or child not found on host

I have set my permalinks to use the structure
/%category%/%postname%The following URLs behave as expected:
https://www.example.com/parent-category/nested-category/title-of-post-foo
https://www.example.com/parent-category/nested-category/
https://www.example.com/parent-category/title-of-post-bar
https://www.example.com/parent-category/
https://www.example.com/top-category/title-of-post-bobHowever, the following URL is not found on my host:
https://www.example.com/top-categoryI have duplicated this issue after deactivating and reactivating the plugin, saving changes on the permalinks setting, and even with a fresh WP install. I keep on thinking I’m doing something wrong, but can’t tell what it is.
