Category Bug

I’m creating a category using the “Manually design the hierarchy with drag & drop” method. When I click on the new category using the “Drag the [icon] to the right to create a child, drag up and down to re-order.” method, the category itself isn’t draggable, but many new empty and, initially, invisible, category fields are created. If I save and come back the multiple category fields are visible. They can be deleted but not dragged.

Screenshot shows just some of the big empty area that grows each time I try to drag a category to accommodate the many new invisible empty category fields…
