Category Tag questions

I currently have a wordpress multisite with over 50,000 posts. About 1200 of these post I would like to have to same tag so when that tag is searched in my search bar all those posts are pulled.
I used screen options, and category filters to edit many post tags at once (about 200 at a time) after completing tags in all 1200 files I let the website sit. When i returned I checked my post tags section and the tags I have entered into the 1200 post was not there in the “post tag” section.
How does wordpress interpret tags? When are the added to the “post tags” section?
