cats list with title attr and no desc

Hi, forgive me and point me to it if this has been answered somewhere, but i’d like to have my links display the title attribute with having to enter a description for the link via link manager. Trying to get my site AA and 508 validated and all.
right now i have:

  i’d like to have:
• Matt
  Then i’d have the title attribute in the link without the description.
  i’ve been digging around in the links.php file but figured i’d check to see if anyone has already treaded this path, since i’m likely to mess it up.
