Cc and Bcc headers are not working !!

I am using wp_mail to send emails to multiple recipients through Cc and Bcc. But its not sending emails to Cc and Bcc mail ids. “To” field works though.
Note:
— Currently I am using the smtp API of SendGrid.
— If I am trying to use the SMTP server, it gives me this error:Email not sent. Connection could not be established with host smtp.sendgrid.net [Connection timed out #110]https://www.ads-software.com/plugins/sendgrid-email-delivery-simplified/
