Centering Select in Dropdown

I am able to style every part of the forms I need, except centering the select text in the dropdowns. The options do not need centered, just the select. I was able to find workarounds for Chrome and Firefox using CSS, however they do not work in Safari or IE. Can anyone help me out?
I’m under the impression that it will require some Javascript, but not sure how to go about it. I know enough to get a JS script wroking if I have some starter code usually, but writing it from scratch is a bit different for my current knowledge level.
