Certificates broken

Hi all,
The certificate, both legacy and custom, are completely broken on my website.The legacy certificate has issue with text below date and signature text:
When trying to use certificate builder, I only have these courseware blocks:
There is no option to transform them, to add underline block, date, etc. When I try to drag components to the template, it does not apply. When I click + to add block, only these 3 appear:
